A state of emergency is in effect in the city of Pittsburgh in anticipation of flooding this weekend.  But at the same time, an angry Pittsburgh police department is talking about boycotting events, cutting back on proactive enforcement and even calling in sick.top official with the Pittsburgh Police department has written a letter to address talk of a so-called "blue flu."
